In the RFP process for the Feds, they utilize a true &amp;quot;best value&amp;quot; approach to the RFP evaluation process. NYS says it utilizes &amp;quot;nest vakue&amp;quot; but in fact they do not.&lt;BR/&gt;&lt;BR/&gt;They evaluate both technical and cost proposals and rank this on some numeric scale, but that only yields a point total; not necessarily the proposal with the best value.&lt;BR/&gt;&lt;BR/&gt;I was an original author of the NYS Procurement Stewardship Act and I studied the FAR and used it to write procurement rules and regs for NYS. I was the Director of Contracts in the State Comptroller&amp;#39;s Office for 20 years.&lt;BR/&gt;&lt;BR/&gt;I am now president of Boettner &amp;amp; Associates, a procurement consulting firm. I am the foremost expert on NYS procurement and contracting.
